Transportation Department Modernizes Programs to Boost Small Business Access – The Presidential Prayer Team – The Presidential Prayer Team


The final rule enhances participation and equity in transportation projects nationwide.

The U.S. Department of Transportation (USDOT) issued a final rule to modernize the Disadvantaged Business Enterprise (DBE) and Airport Concessions DBE (ACDBE) programs. The programs were established over 40 years ago to address discrimination against minorities, women, and economically disadvantaged small businesses. Implemented nationwide by various transportation departments, transit agencies, and airport sponsors, the programs include approximately 50,000 certified DBEs and 3,500 certified ACDBEs—facilitating their participation in federally funded transportation projects and airport concessions.

Transportation Secretary Pete Buttigieg said, “Through this rule change, we’ve addressed many of the challenges DBEs and ACDBEs have faced over the years, and we’re excited that these businesses can now more efficiently and effectively compete for infrastructure projects and airport concessions.”

Updates to the rule include streamlining certification processes, adjusting personal net worth caps, formalizing COVID-19 flexibilities, modernizing rules for material suppliers, and enhancing monitoring and payment protocols.
