State Transportation Infrastructure Bank ends Mark Clark Extension project funding – WCIV


The Mark Clark Extension, after years of planning and funding debates, is officially dead.

On Monday, the South Carolina Transportation Infrastructure Bank Board voted unanimously to end the Mark Clark Expressway intergovernmental agreement between Charleston County and the state’s Department of Transportation, signed in January 2019.

The decision to terminate the contract followed an early December decision from the Joint Bond Review Committee, which voted to revoke authorization to the South Carolina Transportation Infrastructure Bank to provide $75 million.

“The Mark Clark Project is off the table,” Herb Sass said at the time. “There’s no path forward.”

The Interstate 526 plan called for extending the roadway in West Ashley, having it cross Johns Island. From there, it would continue to James Island and meet with the James Island connector.

Voters in Charleston County effectively killed funding for the project in November, when they turned down a sales tax referendum overwhelmingly.
